The Civil Contingencies Act (CCA) 2004
and Civil Contingencies Act (Contingency Planning) (Scotland)
Regulations 2005 place a clear obligation on Category 1 and 2
responders within NHSScotland to respond to disruptive challenges
and ensure that they are sufficiently resilient to respond to any
threat.
The aim of emergency and resilience
planning within NHSScotland is to ensure that essential health care
needs are met effectively when normal services become overloaded,
restricted or non-operational for whatever reason.

embedded within Resilience and is vital to ensure expectations of
service are continuously met.
